What Is Green NCAP? The Environmental Star Rating for Cars

Green NCAP is an independent consumer testing programme that rates how environmentally friendly new cars really are, applying the star-rating logic of its safety sibling Euro NCAP to pollution, energy use and climate impact. Vehicles are tested in the laboratory and on real roads, scored across three indexes (Clean Air, Energy Efficiency and Greenhouse Gases), and given an overall percentage and star rating that lets buyers compare petrol, hybrid and electric cars on one scale. In recent years the programme has gone further than tailpipe measurements, adding full Life Cycle Assessment of a car’s cradle-to-grave footprint and, since 2025, a dedicated Driving Experience assessment for electric cars covering real-world range and charging.

Every new car sold in Europe must pass type-approval emissions tests. Green NCAP’s founding argument mirrors Euro NCAP’s: a legal minimum tells consumers little about the differences between cars that all technically comply, and laboratory-defined legal cycles do not always reflect what a car emits and consumes in real use. As an independent consortium of European governments, motoring clubs and research institutes, backed by partners from the same family that supports Euro NCAP, the programme tests cars more broadly and more severely than legislation requires, then publishes the results for free.

Its stated mission is threefold: cleaner air, maximum efficiency in the use of energy and resources, and lower global-warming impact from passenger transport.

How the rating works

Each assessed car receives scores out of ten on three indexes, which combine into an overall percentage and a star rating from zero to five:

Clean Air. How much the car pollutes: emissions of nitrogen oxides, particulates, carbon monoxide, ammonia and other pollutants that damage health, measured across demanding laboratory cycles and on-road driving. This index targets the pollution dimension most directly linked to urban air quality.

Energy Efficiency. How much energy the car needs to do its job, whatever the fuel. Measuring efficiency in consistent terms is what allows a petrol supermini, a hybrid SUV and a battery-electric hatchback to be compared on the same scale.

Greenhouse Gases. The car’s climate impact, covering carbon dioxide and other warming gases from its operation.

Testing goes beyond the standard drive cycle: cars face cold-start tests, motorway driving, warm and cold ambient conditions and real-road PEMS measurements, plus assessment of non-exhaust emissions, an increasingly important category as particulate pollution from brakes and tyres persists even in zero-tailpipe vehicles.

The current scoreboard: what the ratings reveal

The programme’s recent results, freely browsable on its site, illustrate how wide the spread remains in today’s showroom. At the top of the latest round, small and efficient electric cars dominate: the Dacia Spring achieved a full 100% score with perfect tens across all three indexes, the Hyundai Inster reached 96%, and the new Renault 4 and Renault 5 E-Tech each posted 94%. Efficient larger EVs follow close behind, with the Mercedes-Benz CLA 250+ EQ at 91%.

At the other end, conventional combustion models tell a different story: a current petrol SUV in the ratings scored just 26% overall, including zero out of ten on greenhouse gases, while several familiar petrol models from premium brands cluster around 46 to 52%. Hybrids typically land in between, with a current Toyota hybrid crossover at 66%. The gap between the best and worst cars on sale is, in other words, far larger than badge prestige or price would suggest, which is precisely the information gap consumer testing exists to close.

Life Cycle Assessment: the whole story, not just the tailpipe

Green NCAP’s most significant methodological contribution may be its embrace of Life Cycle Assessment (LCA), estimating a vehicle’s greenhouse gas emissions and primary energy demand across its entire life: production, fuel or electricity supply, use and end of life. This addresses the most common objection in the electric-versus-combustion debate, that tailpipe-only comparisons ignore battery manufacturing, by putting numbers on the full picture. The programme publishes LCA results and fact sheets, offers an interactive LCA tool for consumers, and runs a Sino-Euro collaboration extending the methodology internationally.

The Driving Experience assessment: tackling EV anxiety with data

Since 2025, Green NCAP has complemented its environmental scores with a Driving Experience assessment for electric cars, measuring the things that decide whether an EV actually works for a household: real-world efficiency, usable range and charging performance. Its July 2026 summer analysis brought the approach to life, simulating an 800-kilometre family road trip: the best-performing road-trip EV needed only around 14 minutes of total charging along the way, while the assessment also identified the most efficient smaller electric options and the most economical hybrid on the same route.
